BRITAIN’S ability to contribute to police cooperation in Europe after
1992 is being threatened by the poor state of the R&D that supports
its police, according to the Institution of Professionals, Managers and
Specialists, which represents the scientific and technical staff involved.

Morale has fallen following a drop in spending on R&D in the Scientific
R&D Branch over recent years (partly to pay for the updating of the
Police National Computer) and mismanaged re-organisation of its work, the
union has said in evidence to the House of Commons home affairs select committee.
