Africa has lost one-third of its current generation of skilled people
to Europe. Poor countries now have on average just 9 scientists and technologists
for every 1000 people, compared with 81 per 1000 in the rich countries.

The UN Development Programme in its yearly report published last week
says there is a widening gap in technological expertise between the North
and the South. In 1960, poor countries had 6 scientists for every 1000 people
whereas the rich had 51. The disparity between them has therefore grown
from 45 to 72
