ONE item was conspicuously low on the agenda when China’s President Hu Jintao paid a visit to the US last week. While trade, Taiwan and human rights were discussed, the environment barely merited a mention.

Yet China is second only to the US in the league of the world’s most polluting nations, and is catching up fast. While Hu was in Washington, his country was suffering its worst atmospheric pollution for years.
